POINT
  • “My Number” is a twelve-digit number assigned to every person with a record of residence in Japan, regardless of nationality or current place of residence.
  • Starting in January 2017, it became necessary to enter “My Number” into any application form submitted to the Health Insurance Association.

“My Number” System (Social Security and Tax Number System) is a system aimed at linking personal information correctly and efficiently in the fields of social security, taxation, and disaster management, by assigning a twelve-digit personal number (“My Number”) to all persons who are registered citizens.

Purpose of introducing the “My Number” System

  1. Improve administrative efficiency
    This system substantially reduces the time and labor required in referring to, copying, entering and otherwise handling various types of information within administrative agencies, local governments and other organizations institutions. Linking among multiple operations is also promoted, thereby eliminating wasteful tasks including overlapping operations.
  2. Achieve a fair and impartial association
    The system makes it easier to identify an individual’s income and benefit status to other administrative services, thereby preventing illegitimate evasion of burdens or unlawful receipt of subsidies, while ensuring detailed support to persons who are genuinely in need.
  3. Enhance convenience for people
    The system relieves burdens on citizens by reducing documents needing to be produced, and otherwise simplifying administrative procedures. People are able to confirm the information about them registered with administrative agencies, and to receive notifications on various services available from agencies.

Schedule for the introduction of “My Number”

Starting in January 2016, the “My Number” System is introduced in steps into administrative procedures concerning social security, taxation, and disaster management.

【Planned schedule following the announcement of “My Number”】

From January 2016
  • Start of the assignment of “My Number” cards.
  • “My Number” is introduced in steps into administrative procedures concerning taxation and social security (national health insurance and employment insurance).
From January 2017
  • Start of the use of “My Number” in filing documents for social security (national health insurance and employee’s pension insurance).
  • Starting on January 1, “My Number” needs to be entered into application documents submitted to the Health Insurance Association related to qualification and benefits. (It is acceptable to enter either “My Number” or the insured person’s code/number in application documents related to benefits.)
From July 2017
  • Start of information linking between health insurers (including the Health Insurance Association) and local governments and other organizations.
  • Start of information linking with national agencies and other organizations.
  • Start of the operation of an Information Provision Recording and Disclosure System (“My Number Portal”), which enables citizens to confirm online the exchange of personal information.

Handling of “My Number” and specified personal information

It is prohibited to use “My Number” and personal information that contains “My Number” (hereinafter referred to as “specified personal information”) outside the range indicated by law.

There are restrictions concerning the use, provision and collection of “My Number”

  • Range of use of “My Number”
    The “My Number” system may be used only for administrative procedures concerning social security, taxation, and disaster management, as indicated by law.
  • Request for the provision of “My Number”
    An organization may request individuals to provide “My Number” only when it is necessary for the preparation and handling of procedural documents concerning social security and taxation.
  • Restrictions on requests for the provision of “My Number” / restrictions on the provision and collection of specified personal information
    It is prohibited to request, provide or collect “My Number” or specified personal information, except in limited cases indicated by law.

The Health Insurance Association handles “My Number” as an ‘organization that handles affairs related to “My Number”’.

An ‘organization that handles affairs related to “My Number”’ refers to a national administrative agency, local government, independent administrative corporation, etc. that handles administrative procedures using “My Number”, as indicated in Schedule 1 of the Act on the Use of Numbers to Identify a Specific Individual in Administrative Procedures or related ordinances. The Health Insurance Association uses the “My Number” system within the range of its administrative procedures, as an ‘organization that handles affairs related to “My Number”’.
